ASSOCHAM asks Arunachal to do away with adverse tax policies on Hydro power
ITANAGAR, Jun 02: Associated Chambers of Commerce of India (ASSOCHAM)  has written to the govt of Arunachal to do away with the adverse tax policies – which is not  friendly to hydro power sector. The ASSOCHAM suggestion came following a request from the Chief Minister Kalikho Pul, who had asked for detailed note on tax perspective for consideration by Government of Arunachal during a Hydropower Conference held on May 3 in New Delhi.
To overcome the problem of increased tax costs and thereby reduce the total costs incurred in the construction of hydro power projects, the Government should allow exemptions from customs and excise duty for goods used in the setting up of small hydro power plants especially in the light of the many environmental benefit entailed by such projects, ASSOCHAM suggested.
It also called for provision of incentives to developers in the form of exemption from excise and customs duty to all the capital goods required for the setting-up of a hydropower project regardless of whether such project is a mega power project or not.
 Extend section 80-IA benefits under Income tax and provide for exclusion from MAT, push for exemption from VAT and Entry Tax by the State Governments for goods to be used in the construction of hydro power projects are other demands.
The organization also sought exemption from payment of service tax on works contracts in relation to construction of hydro power projects. Furthermore, the Government should carve out an exception from payment of service tax for services provided by the Government for transfer of right to use natural resources i.e water in the construction/operation of hydro power projects, it said.
Exemption from payment of electricity duty for electricity units captively consumed by the development units in the construction of hydro power projects and  provision for zero rating of electricity in the upcoming Goods and Service Tax regime are other suggestions.


Dejected patients, attendants seek Governor’s intervention

ITANAGAR, Jun 02:   A group of dejected cancer patients and attendants at Tata Memorial Hospital Mumbai on Thursday sought the intervention of Governor of Arunachal Pradesh regarding the imbroglio in Arunachal Guest House Mumbai.
The patients and attendants informed that they are facing untold miseries in accommodation as one third of Guest House building have been leased out to private developer who is legal owner of the building. It also claimed that the patients who are being accommodated at the guest house are being constantly served vacation notice by the builder.
Appalled by the current situation, they also demanded the governor to post deputy resident commissioner or a gazette officer to look into the matter to liaise with Tata Memorial Hospital. The patients and attendants also reflected the unhygienic condition of the Mumbai Guest House and the lack of proper facilities like drinking water and electricity.
In 1994, the City Industrial and Development Corporation (CIDCO) of Mumbai allotted a plot of land measuring 2331sq.mtrs at Sector 30A, Vashi Navi Mumbai to the Govt of Arunachal Pradesh, and department of Industries for construction of the state guest house cum sales emporium. After three years, a lease agreement was executed between CIDCO and Directorate of Industries on Aug 1, 1997.
The sordid saga of the state’s lone property began after nine years on April 18th 2006, when the state government handed over the said plot to Arunachal Pradesh Industrial Development and Financial Cooperation Limited (APIDFC Ltd).
Despite knowing that the said plot could be a high revenue generating asset in the heart of India’s Commercial Capital, particularly at Navi Mumbai, the state government decided to float a tender to allow a private builder to develop the guest house cum emporium. The work was awarded to M/S US Roofs Ltd on the conditions that the developer will provide eight rooms including office and emporium to Arunachal Pradesh Government and also pay Rs.10 crores non-refundable upfront money within 15 days. The US Roof developed the multi-storied building and rented out one third of its space to Kalyan Jewellers.


Pul seeks help on skill development for employment opportunities
NEW DELHI, Jun 02: Chief Minister Kalikho Pul on Thursday called for centre’s intervention in improving skill development in the northeast to create employment opportunities at the mid-term review meeting of the governing council of the National Skill Development Mission (NSDC), chaired by Prime Minister Narendra Modi.
Pul insisted that with surge in development trajectory for northeast due to centre’s full-hearted support, the people of the region must benefit from the process and get equitable employment.
The Chief Minister insisted that people must be trained in skills of the present and skills of the future to ensure the success of Skill Development Mission.
Further calling for centre’s intervention in skill development, Pul urged for “Udaan Scheme” to be introduced in the northeast, particularly in the states of Arunachal and Sikkim, which is a Special Industry Initiative for Jammu & Kashmir by the Ministry of Home Affairs and implemented by National Skill Development Corporation.
The Chief Minister also urged for continuation of the centrally sponsored Skill Development Initiative (SDI), which is likely to be subsumed with the Pradhan Mantri Kaushal Vikas Yojana (PMKVY).
He pointed out that SDI scheme is the most suitable as well as the most successful scheme under implementation in the State, under which 11,658 unemployed youth in Arunachal  were imparted employable skill development training and 3500 skilled youth are working in various sectors/organization all over the country.
Insisting on the need to engage State governments, Sector Skills Councils (SSC) and the local training providers for setting up model centres, the Chief Minister said that it could revamp the existing infrastructure stressing that representative from the State governments should be on the Selection Board, as they would have a better understanding of ground situations.
Pul also asked for setting up of two centres for Overseas Employment, which is being proposed under the NSDC and the Ministry of Skill Development and Entrepreneurship. He requested that at least 2 such Centres to be set up in Pilot Project mode in the northeast; one at Itanagar and another in Assam.
Emphasising on building capacity of the trainers, the CM urged for setting up of Regional Institute of Training of Trainers (RIToT), pointing out that no such training institute exists in any one the north-eastern states presently.
Pul proposed to setup a RIToT with funding from the Union Govt. requesting the Govt of India to consider providing funds for this Institute on a priority basis.
The Chief Minister further spoke on the need for hostel facilities and suggested that to fill in the need for accommodation facilities, zonal and skill sector based locations may be identified in each State and the Govt of India could consider financial assistance to the State governments to create such infrastructure.
The Chief Minister informed that under the ‘Student-Paid’ model, the University students are unable to pay the requisite fees of Rs 15000 by the end of 3rd year of Graduation.
Pul requested the Prime Minister to explore if similar to the Udaan scheme; University students could be funded for skilling. He suggested that Ministry of Tribal Affairs could fund the top 50,000 students through scholarships from State Government and Central Government colleges, who can be filtered by respective Universities through a common criterion to be defined.  
He further suggested that a Regional NSDC handholding and Monitoring Centre may be created at Guwahati at the earliest. States should be actively engaged by this team and support extended up to the block level centres.
Union Skill Development Minister Rajiv Pratap Rudy also attended the meeting.



BRO repairs dilapidated bridges
ITANAGAR, Jun 2: Two crucial bridges in Upper Subansiri district were repaired recently by BRO’s 77 RCC 23 BRTF, Project Arunank.     
The 190 feet Bailey bridge on the Daporijo-Taliha road at near Sippi village which is a lifeline for both Army as well as the civilian population of the district had deteriorated badly due to weathering and traffic posing serious threat to commuters.
A BRO release stated that all the damaged parts of the bridge were replaced by new ones and works were completed on the same day on May 16 despite rains.
Further, BRO carried out extensive repairs to the badly damaged bridge over Subansiri River within Daporijo town on April 26 and 27. Although the bridge had been handed over to the State PWD by BRO in July 2014 as part of Trans Arunachal Highway, BRO undertook the restoration work as a good will measure. The condition of the bridge had deteriorated badly due to neglect and had become a grave hazard for the users, added the release.



MLA visits storm-hit Balijan
BALIJAN, Jun 2: Doimukh MLA, Nabam Rebia on Thursday visited storm-hit Balijan Circle and interacted with the affected families here at ADC office. About 19 families were badly affected by the May 27 storm.
Rebia urged people to remain calm and cooperate with administration in proper assessment of damage in respective areas.
While appealing the officers, Panchayat leaders and general public to co-operate with each other to develop Balijan into a well-planned town, Rebia asked the ADC to work out the modalities to notify Balijan as urban area.
He further asked the forest officials to properly maintain the forest area and take up mass plantation drives. (DIPRO)



Team Arunachal reach Thailand
Tri-Nation Friendship Car Rally
ITANAGAR, Jun 02: The Team Arunachal comprising of state tourism officials and tour operators (APTOA) participating in the first ever Tri-Nation (India-Myanmar-Thailand) Friendship Car Rally 2016 has reached Thailand recently.
The rally is organized by North East Federation on International Trade (NEFIT).
The APTOA members had business interactive sessions with the Thai tour operators at Chiang Mai on May 29 and at Bangkok on June 1.
With the objective of mapping connectivity, promotion of trade & investment and re-establish cultural & historical linkages, the car rally was flagged off by Chief Minister Kalikho Pul on May 22 Itanagar.
The international car rally also marks the 25th commemorative year of the India-ASEAN friendship.
The team shall be leaving for Yangon, the capital city of Mayanmar, stated an APTOA release.



AAPTF writes to DC Capital on road traffic
ITANAGAR, Jun 02: The All Arunachal Pradesh Public Transport Federation (AAPPTF) led by its president Dobing Sonam in a representation submitted to Capital DC Sandeep Kumar Singh on Thursday has expressed resentment over the lack of proper traffic regulations in and around the Capital complex.
The federation in its letter apprising the DC about the need of proper traffic rules and regulations to be followed said there should no horn zone at hospital and schools, zebra crossings in the Capital complex.
They also added that the main violators of traffic are school students riding motorbikes without number plates, helmets and also the inter-state and sumo/auto drivers etc who are not educated or hardly know the regulations of traffic.
Further, lauding the district administration for framing regulations to indentify black spots of accidents through a formation of District Road Safety Committee (DRSC) federation has extended its support to administration in curtailing the movement of traffic violators as well as identifying the accident prone zones.



Reassessment of Potin- Bopi TAH completed
ZIRO, Jun 02:  The re-assessment team for Potin to Bopi Trans Arunachal Highway (TAH) on Thursday completed the assessment from Potin to Yazali Police station.  
The Lower Subansiri DC, Kemo Lollen, who has been monitoring the assessment process, has appealed to the general public of Potin, Possa and Pitapool to cooperate with the team.
It is worth mentioning here that Potin to Bopi TAH was approved in 2008, but could not be started because of compensation issues.  
The DC also informed that the maintenance work of Bailey bridge over Possa river has been completed and it is now open for traffic movement.  (DIPRO)


World free of Clubfoot deformity

ITANAGAR, Jun 02: The Ponseti International Association (PIA) has designated June 3 as World Clubfoot Day. The Day commemorates the birth anniversary of Dr. Ignacio Ponseti, (1914-2009) the developer of the Ponseti Method to treat clubfoot.
The goal of World Clubfoot Day is to raise awareness about clubfoot disability and its prevention using the Ponseti Method, a non-surgical treatment that includes gentle manipulation of the feet followed by the application of plaster casts and temporary bracing. The theme for the World Clubfoot Day is ‘World free of Clubfoot Deformity’.
CURE International India began its service from April 2009 with a goal to eradicate disability caused by clubfoot in India. At present over 50,000 children are enrolled in this program nationwide.
CURE Clubfoot Arunachal started on August 2012, in Tomo Riba State Hospital. Till date over 100 patients have been enrolled in the state and it is estimated that 1420-1450 are born with clubfoot every year in Arunachal Pradesh.
Every 10 minutes a child is born with clubfoot in India, i.e over 50,000 children are born with clubfoot deformity every year (2 per 1000 birth).
Clubfoot is a condition where the foot is twisted inward and can be corrected with serial cast and a special shoe. Many children born with clubfoot are misunderstood as polio affected children. Majority of them grow up with clubfoot deformity and remain physically challenged all their life. Those untreated cannot walk, run or play and many of them never get an opportunity to get proper education. From our experience we have learnt that there is very less awareness among the people regarding the fact that clubfoot can be treated. Many children undergo expensive surgery but its results are not positive, as it leaves the patient with a lifetime of pain in their foot.
CURE International India is providing free treatment for clubfoot children. It is a national health care organization working in partnership with government of Delhi, Karnataka, Tamil Nadu, Kerala, Maharashtra, Bihar, Jharkhand, Assam, Nagaland, Meghalaya, Mizoram, Manipur, Arunachal Pradesh, Rajasthan, Odisha, Tripura, Sikkim, J&K and Chhattisgarh to provide training and managerial support. Sona demands inquiry into woman’s death case
ITANAGAR, Jun 02: Expressing shock over the tragic death of a woman at Rego village on Wednesday afternoon after being hit by a GREF truck, Mechukha MLA, Pasang Dorjee Sona, on Thursday urged upon the GREF authority to arrange compensation to the deceased family.
The deceased Yapung Komi, a GREF labourer, was reportedly loading some materials on the truck when the unfortunate incident occurred.
He also urged upon the concerned authorities to investigate properly into the incident and take appropriate action against the driver if found guilty.
Further, MLA also appealed all the vehicle drivers to avoid rash driving particularly in village and school areas.
Meanwhile, Sona conveyed his deep condolences to the bereaved family members and also prayed to the almighty god for eternal peace of her departed soul and also to give enough strength to the family members to bear the irreparable loss.  


DC prohibits haphazard garbage dumping
ITANAGAR, Jun 02:  The Itanagar Capital Complex DC-cum-District Magistrate, Sandeep Kumar Singh, on Thursday issued an order prohibiting haphazard dumping of garbage both in the urban and rural areas of Capital region, other than the Itanagar Municipal Council (IMC) designated places.
The DC, in his order said that despite having designated places earmarked by the IMC, civic waste particularly, household waste is being dumped haphazardly in the Capital region. Such waste gets deposited in various points along the streets due to flash floods/rains during monsoon which causes serious water logging problem and causes serious danger to environment and public hygiene, the DC said. DCM assures
ITANAGAR, Jun 02: Deputy Chief Minister (DCM) Kameng Dolo has assured to lift ban on the functioning of political interpreters of the state, claimed All Arunachal Pradesh Political Assistant/interpreters Welfare Association. The association led by its general secretary Toko Halley had called on the DCM on Wednesday seeking lifting of the ban.


CBI probe demanded
ITANAGAR, Jun 02: Claiming that the death of one Toko Baby is not being investigated by the women police station where it is registered, Abb Togur Multipurpose Co-operative Society Ltd Talo has called for CBI probe into the case. It has written to the Governor urging that husband and the mother-in-law should be questioned.
The deceased was found dead, hanging in her government quarter at forest colony, Chandranagar on April 18 last. The husband Chukhu Ramesh is currently in police custody.
The accused should not be granted bail. Instead should be awarded with stringent punishment under appropriate section of IPC, the society said and warned of taking its own course of action if justice is not delivered to the deceased.



Tigers spotted in Sonajuli
ITANAGAR, Jun 02: The village protection committee, Sanajuli under Papum Pare district has informed that Royal Bengal Tigers has been spotted within the jurisdiction of Sonajuli village forest area. In view of it, the village committee has appealed people not to enter the forest area. Further they have warned of strict action if anyone tries to harm the tiger inside the Sonajuli forest area.


Journalists Union protest against NIA notice
New Delhi, Jun 02: The Indian Journalists Union (IJU) has strongly protested against the notice issued by the National Investigation Agency (NIA) to some local newspapers published from Imphal, Manipur seeking them to produce the photo copy of the press statement with its e-mails header, sent by the CorCom, an underground outfit, claiming that it captured six weapons from the security forces during Joupi Encounter.
In an order signed by an Inspector, NIA said the production of the press statement photo copy with e-mail header was necessary or desirable for the purpose of its investigation.
The CorCom, a coordinating body of some underground outfits in Manipur, in a statement sent to the newspaper offices, claimed responsibility for the attack on a convoy of Assam Rifles at Joupi in Chandel district on 22 May in which six jawans were killed and their weapons were taken away. The news was carried by the local and national media, both print and electronic prominently. The Government ordered an inquiry by the NIA into the incident.
In a statement issued on Wednesday, S N Sinha, President, Amar Devulapalli, Secretary-General of the Indian Journalists Union (IJU) and Press Council of India (PCI)  member K Amarnath said the notice of the NIA to produce source of news violated the freedom of the press guaranteed in the constitution.
“We strongly feel that the action of the NIA is gross interference in free and independent functioning of the media in volatile and insurgency affected state of Manipur. It is not acceptable and the central probe agency should immediately withdraw the order issued to the local media editors.”
The IJU leaders urged upon the Press Council of India (PCI) to take suo motu cognizance of the notice of the NIA to the Editors of Manipur media and suitable action to defend the freedom of the press in the sensitive state of Manipur.  


Arunachal shines at All India Championship
ITANAGAR, Jun 02: Lily Maying (55kg) (Kumite), Gokia Mohonto (55kg) (Kata) and Mimi Ramching (55kg) (Kumite) won gold medal in the senior category of the 19th All India Wado-Kai National Championship held at Gangtok, Sikkim on May 28 and 29 last.
Silver medals were bagged by Lagu Tachang (67kg), Chonia Nilling (55kg), Giamtu Ligu (60kg), Takam Simon(50kg), Goda Najak (65kg) and Yorbu Raji Tamin (67kg) in Kumite, while Lingdum Gunu (60kg) (Kumite), Tade Bayor (84kg) (Kumite), Tatu Nilling (50kg) (Kumite), Boken Tatu (84) (Kumite), Tamuk Apang (84kg) (Kumite), Goda Yabang (60kg) (Kumite), Dora Kamin (60kg) (Kumite) and Tajar Nilling (67kg)(Kata) won bronze medals.
In the junior category, Yarda Tadap (55kg) (Kumite), Licha Talo (67kg) (Kumite), Sangha Rade (76kg) (Kumite), Biki Tahar (60kg) (Kumite) and Lingdum Tugung (67kg) (Kumite) bagged gold while Pei Dodum (76kg) (Kumite), Yarda Mapchi (55kg) (Kumite), Mangyum Tagu (67kg) (Kumite), Langpu Takio (55kg) (Kumite) took away silver medals. Lingdum Tari (60kg) (Kumite) and Challo Takam (60kg) (Kumite) won bronze medals.
In Cadet category, Lingdum Tayup (55kg) (Kumite) won gold medal and Takar Kiochik (55kg) (Kumite) bagged silver medal. Dagang Tayup (50kg (Kumite), Kamdak Ajay (45kg) (Kumite) and Toko Rine (40kg) (Kumite) took away bronze medals.



Multi-purpose block inaugurated at RK Sarada Mission
KHONSA, Jun 02: A multi-purpose block at Ramakrishna Sarada Mission School, Khonsa was inaugurated by Education Minister Wanglin Lowangdong on Thursday, constructed by the PWD under SPA of Education department at an estimated cost of Rs 1 crore.
Commending the PWD and other line departments for efficient construction of the multi-purpose block, Lowangdong expressed the hope that the building would be of immense help for the school.
While lauding the success of girls in every sphere and out-shining the boys, Lowangdong assured the school management to extend all possible help and support from the state government.
Tirap Deputy Commissioner, Ravi Jha who is also the ex-officio chairman of the school managing committee, said that the new class rooms would mitigate the problems the teachers and students were facing to a great extent and appreciated the PWD for timely completion of the building.  
Earlier, Reverend Inananda Prana Mataji from RK Sarada Math, Kolkata recalling the 43 years journey by the RK Sarada Mission School at Khonsa, said that the institution had made rapid strides in all spheres and had grown in leaps and bounds. She told the gathering that the old school buildings were constructed in erosion-prone zones in the past which had been shifted to other parts of the school complex where the soil was stable.
Among others, the function was attended by Secretary Mataji, CO, 16 AR Col. Virender Siddhu, Col. Jousha, Lt. Col. Rajendra Yadav, Maj. Padmakar, Maj. RS Manhas, DDSE, P. Lombi, EE, PWD, SK Badiala, HoDs, teachers, students and alumnus of the school.



Anshu Jamsenpa at ‘Life Session of Aijal Club’
AIZWAL, Jun 02: Ace mountaineer Anshu Jamsenpa stated that mountaineering and adventure sports is all about mind control, physical fitness, disciplined life and a strong will power to move out of comfort zone and willing to travel an extra mile to achieve the goal. She was speaking at the ‘Life Session of Aijal Club’ at Aizawl on Tuesday.  
Mizoram Chief Secretary, Pu Lalmalsawma who was in audience along with a host of bureaucrats, top business men, socialites and the elite members of Aijal Club applauded her presentation besides appreciating her grit and determination as a mother and a mountaineer.
Aijal Club Secretary, David Lalmuanpuia lauded the audio visual presentation of Anshu Jamsenpa’s ‘Mt. Everest Double Ascend in 10 days’ which was followed by interactive session with the club members.
Anshu accompanied by Tsering Wange, President of Arunachal Mountaineering & Adventure Sports Association met and interacted with the Chief Secretary and Mizoram CM Lal Thanhawla.


Miao Diocese celebrates 10th anniversary  
ITANAGAR, Jun 02: Miao Diocese, which is celebrating its 10th anniversary of its existence has organised a series of an event for different groups in the Diocese. A day-long animation for all the priests in the Diocese to participate in the Jubilee of Mercy for Priests together with the Universal Church in Tinsukia was held on June 2.
Rev. Fr. Kuriakose, former Rector and present faculty at Oriens Theological College, Shillong, was the resource for the Animation and was attended by 47 priests from all over the Diocese.
A grand Youth Convention was also organised from May 27-29. The next of this series is a Jubilee of Mercy Animation for the Woman Religious working in the Diocese on June 4.
The Diocese of Miao was established in the year 2005 with Bishop George Pallipparambil SDB as its first Bishop.


Training concludes at DBYC
ITANAGAR, Jun 02: The month-long free Computer and Mathematics training programme concluded on Thursday at Don Bosco Youth Centre, Itanagar.  
Speaking at the concluding function, Director, DBYC, Itanagar, Fr. Cyriac lauded the Anthony Vincent and Pushparaj from Sacred Heart College, Chennai, who rendered voluntary service of one month to the youth of Arunachal. He called on the participants to learn the art of giving than receiving.
A total of 68 students from classes VIII to X benefited from the training programme which coincided with the summer vacation.
The programme is an annual initiative of DBYC and resource persons Anthony Vincent and Pushparaj are final year students of MCA and MSc Mathematics.  


WWS Namsai provides relief  
NAMSAI, Jun 02: The Women Welfare Society Namsai provided household items as relief to the fire victim of Manna Village where the house of Nang Beena Munglang was gutted on May 30.
The WWS Namsai led by its President Shrishti Maio visited the home of Nang Bina Munglang and provided cloths, beddings and some cash.
Earlier, the members of All Namsai Area Youth Association had also provided basic necessary items to the fire victim.
Meanwhile, all the villagers from Manna have chipped in to temporarily reconstruct the dwelling house. The villagers have also urged the district administration to provide all necessary assistance as per the government norms immediately.



Condolence
ITANAGAR, Jun 02: Office of the Executive Engineer Capital Division A PWD, Itanagar has mourned the demise of work inspector (WI) Hage Tara who passed away on Wednesday at RK Mission Hospital here after prolonged illness.
Late Tara is survived by his wife, three sons and two daughters.
The office staff observed two minutes silence and prayed for the eternal peace of the departed soul and to bestow courage to the bereaved family members to bear the loss.

Judiciously use fund

It has become matter of embarrassment for the people of Arunachal to see successive state governments begging central government for every single rupee to fund the developmental project. Our ministers keep running to Delhi with folded hands seeking fund. But unfortunately they have not properly used the fund. Governments after government have rampantly misused the funds. Corruption is the root cause of this malaise. Infact Arunachal has acquired very bad reputation of being the most corrupted state.   

Recently when NITI AYOG team by CEO Amitabh Kant visited Itanagar, Chief Minister Kalikho Pul requested the Centre to consider special funding for the state on the lines of Special Plan Assistance (SPA) in a bid to ensure continued investment in critical infrastructure. Pul said the financial gain in case of Arunachal Pradesh, like other Special Category States, which are mostly resource crunched, was not so much as in the case of other general category states. Deputy Chief Minister Kameng Dolo also sought assistance for police modernization. At present there is no source of income generation and therefore state has no option but to beg centre. But how long will this continue? The present situation is deeply embarrassing and it affects the self confidence of the people of Arunachal. From now onwards, state government should start making long term plan, so that dependency on centre is reduced. Also government should judiciously use the developmental fund. The money should be equally distributed and no region should be deprived because of political equation.

Ever since JP Rajkhowa took over the charge as the Governor and Kalikko Pul, the CM of Arunachal Pradesh, there has been a positive change in public perception. Unlike   their predecessors who were consistently seen making lofty announcements and promises with almost a weekly  trip to New Delhi, this dispensation is more grass rooted and believe  more in action than words.

Some of the affirmative action by the duo especially doing  away with the culture of reckless appointments of Chairman, Vice Chairman, OSD’s, PRO’s, Advisors and not succumbing to the pressure of lifting the ban on officiating, adhoc, out of turn promotion and functional appointments to group ‘A’ posts have been widely appreciated cutting across party and ethnic lines.

Another important and effective initiative of the duo has been the constant and frequent monitoring of the development projects especially the strategic roads, bridges, buildings etc.

A survey of the important State Hospitals, police cheek gates, FCI godowns, major educational institutes including the student bodies at Delhi, Mumbai, Kolkata, Guwahati, Shillong will clearly point towards generation of a healthy public perception and a sense of all being not lost in the state.

However, an area where the duo now needs to turn their attention is curbing the menace of Red Tapism frequently experienced by the common people as well as the educated lot. Although law has provided for right to timely delivery of services and redresal of complaints, the age old and rust proof institution of bureaucracy refuse to adhere to such laws and consider Red Tapism of public file as a matter of their inherent and inalienable  rights.

It is particularly true in Arunachal where the level of public awareness is less and every file clearance is imbedded with a bribe amount ranging from a hundred rupee note to bundle of thousand rupee notes depending upon the subject matter of the file. Luckily the babus from top to bottom are yet to face any sting operation and therefore go unabated with the culture of goose collection.

While in democracy, it is the elected representatives who are supreme and should therefore command but in Arunachal it is the babus who often dictate their masters with the help of their cobweb of rules and delay tactics. Although the babus know that all that glitters are not gold and there is something called matters of immense public interest, yet they are habituated in seeing every file as a glittering gold and even disregard the intervention of the Governor or the Chief Minister for early clearance of certain files.

Hope and pray that the two guardians of the Constitution and the People will take immediate cognisance of the above observation and initiate surprise checks of the files pending especially at the level of Secretaries and Commissioners. To cite an example, the Department of Administrative Reforms, whose job is to bring reformation in administration for larger public good, is still sitting on the file for appointment of Member/Chairman APPSE for last one and half years and thereby depriving the public of a full fledged Constitutional Body of four Members and a Chairman. Similar is the fate of the file pertaining to appointment of Chairman SIC.

Malicious initiative

Dear Editor,

The attempts of removing the name India and Hinduism from textbooks in US were unanimously protested by the North American diasporas; and the sinister attempt has been foiled. This well planned agenda of India bashing by a section of American intellectuals spearheaded by some Indian born US citizens is highly condemnable and have given rise to speculations of reasons far behind pure academics. It is quite unfortunate that Noble laureate Prof Amartya Sen and Prof Sugoto Bose who are so vocal in India on several non-issues on India never bothered to spare a single word on the matter; while several leading American academics and intellectuals strongly protested against such malicious initiative.

Focus on resource generation

Dear Editor,

This is in response to the news item “Arunachal asks Centre for special funding” published on June 2.

While asking for our dues mandated under FFC has become an entitlement, our fundamental focus should be on generation of State own resources. We should consolidate source of income and side by side control expenditure. There should be no more post creations and rather, the govt should look at downsizing the bulging govt staff. Villagers and unemployed youth should be empowered through sustainable economic policy like forestry, horticulture, service delivery, tourism.

For long term resource generation, we should constantly pursue with centre to open up borders with China besides holistic approach on much taunted Dams. It is axiomatic to say opening up borders will bring sea change in economic dynamic of people and state overnight. As a landlocked state this is our only chance. While our allegiance to motherland is impeccable, our suffering because of quarrel between India & China deserves revisiting.

Nobody is above law

Dear Editor,

This is in response to the news item “Woman crushed to death by GREF truck, Orgs seeks action” published on June 2.

Most of the time, defence personnel try to protect their own even if they are on the wrong side. What impression they are trying to create about themselves is beyond a common man’s understanding. Often we are told to look at them as a role model, because they are sacrificing their lives for the country. But it is a farce; they are meaner, selfish, arrogant & rude and even more cowardly than the common man. This incident simply exemplifies their real character. The culprit should be booked as per law.

Dear Editor,

Army or GREF, nobody is above the law. Even generals can be prosecuted. Keep the medical report, witness, and FIR in proper record. These BRTF officials do not train their drivers’ proper road manners. These accidents occur because of failure to punish from their side.

I remember when my car was crashed by a BRTF truck’. I went to Commanding Officer and complained , his reply was ” arrey bhai delhi mein to har din accident hotey rahete hai ”.

If such is the nonchalant attitude of the officer then what can be that of driver. The result was that I narrowly escaped from the same driver after a months. This time I had to deal with him. I think that was better solution to make him see the point.

Release SSA salary

Dear Editor,

Through your esteemed column, I wish to draw the kind attention of education dept. Since last four months (Feb-May), SSA teachers are starving.

We remember the promise of the CM to disburse the SSA teachers salary on monthly basis. However, we could not see it in deeds.

This is the month for the commencement of new academic session 2016-17. No one could work with empty stomach. Hence, I would like to appeal the education dept and the state govt to kindly disburse our four months pending salary within a week.

TAH in Lower Subansiri

Dear Editor,

Trans Arunachal Highway( TAH) has became a nightmare for those living in Lower Subansiri or travelling via this district. There is pot hole in every inch of the narrow road due to rainfall and landslide. The concern authority is not doing maintenance as they are waiting for TAH to come.

I am happy to know that DC is taking initiative for construction of Potin-Yachuli-Hapoli-Ziro-Bopi TAH as published in this daily. But to my opinion, land assessment of this area has been twice, if I am not wrong.

Is it another technique of delaying the project as it was mentioned that compensation amount was too high in earlier assessment and that centre has rejected compensation rate twice?' Is there any new technique to reduce the compensation rate?

Counsel the youths

Dear Editor,

This is in response to the article “Other side of Reality Shows in Arunachal” by Maro Kocho published on June 2.

Menace of drugs, alcohol, tobacco, immorality and related crimes thereof are surging high in our NER where Arunachal is not an exception. Truly it’s an alarming situation with our future at Stake. Government has social responsibility but here in instant case society, family and clan based organizations should take lead in reaching houses and guiding our future generations. Parents are seldom bothered where our wards go after school/college. This is the loop hole in our day to day life where youths get leisure time and many get blown away by glamour, fantasy, drugs, alcoholism, immorality. Community and Clan based organizations, Religious groups should carry out counseling programs.
